Something came up in a conversation I had with someone...for POW. I
worded it as "a pitcher can only pitch to his POW inning."

I think a better rule would be the following examples:

Fatigued = gbC or fbC change to single**

Pitcher (POW=6) is not pitching a no-hitter/shutout:
The pitcher is fatigued at after pitching 6 innings (the 7th inning). Can
still continue to pitch
The pitcher gave up 5 runs in 1, or 6 runs in 2, or 7 runs in 3, they are
fatigued regardless of inning

Pitcher (POW=6) is pitching a no-hitter/shutout:
The pitcher is pitching in the 8th inning - he is not fatigued
The pitcher is pitching in the 8th inning and gives up a hit/run - he is
fatigued starting the 9th inning
---

I wasn't necessarily saying we have to use that this season, just thinking
about tweaks as I get a few games in. I think R3BL uses POW + 1 which
might not be bad either...I dn't want to start changing rules on you guys
during the season unless everyone's cool with it. Just trying to make
things better.
